Description

To make sure the repository contains the files needed for CI/CD and building to work.

We need to add some basic toolchain and githook files. The toolchain files will make CMake work.

Use Case / Rationale

As a developer I need to have some basic infrastructure present within the repository so that I can scope the work on implementing features efficiently.
As a reviewer I need to have basic infrastructure for reviewing the work in pull-requests

CMake Toolchain files are present for the DSS+MSS processor
Automated CI runner for checking toolchain build has been added
